The scammer targets people in a collection harvested online, for example from some data breach or corporate directory.
This technique is used in 8.3 Workplace Imposter Scams with corporate directories, and with breached passwords in the 6.5 Webcam Video Scam, and with political party affiliation by 7.2 Scam Political Organizations.
