This is a typical boot sector virus. It contains the following text:
Welcome to BUPT 9146,Beijing!
The only special thing about this virus is that it does NOT store
a copy of the original, clean partition sector elsewhere on the disk,
so this virus is disinfected by overwriting it with clean code.
Welcomb does nothing except spreads. It's very common everywhere
in the world.
